State Agencies

The Attorney General’s Office is the State’s law firm.  We provide legal representation to the State’s agencies, boards, and commissions.  To ensure the best possible representation for our client-agencies as efficiently and cost-effective as possible for Mississippi taxpayers, the Division is organized into six Groups:

Tommy D. Goodwin, Director
State Agencies Division

Tommy D. Goodwin has worked for the Office of the Attorney General since 2011 after working in the private sector for nine years, where he practiced in a variety of areas, including insurance defense for national insurance carriers, toxic tort, and real estate matters. Tommy joined the Civil Litigation Division in 2011, litigating federal constitutional issues under Section 1983, including substantial trial and appellate experience in the federal courts. He has successfully argued before the Fifth Circuit Court of Appeals, including oral arguments before the Court sitting en banc. In addition to litigating federal constitutional issues, Tommy has experience with public procurement and contracting and was lead counsel for the Mississippi Department of Information Technology Services in a lawsuit filed in state court challenging the award of a $140M telecommunications contract. He has also written official Attorney General opinions on a variety of issues of state law and serves on the Attorney General’s Opinions Committee.
